Platform Decision Authority Policy
1. Introduction
This Platform Decision Authority Policy describes the operational authority Glancers exercises in managing disputes, enforcing platform rules, and administering platform activities. By using the Platform, Users acknowledge that Glancers conducts internal review and decision-making on platform-operational matters relating to a Project, a payment obligation to Glancers, a Freelancer's compensation eligibility, and a dispute conducted on the Platform, through the Platform Dispute Review process described in the Dispute Resolution Policy.
Glancers exercises this authority with reasonable diligence, neutrality, and good faith, in accordance with its published policies. This Policy describes Glancers' authority to determine the contractual and Platform consequences of a matter (such as whether a Client refund is due, whether Freelancer compensation becomes payable, whether an adjustment to Glancers' internal accounting records is required, and whether an account restriction is appropriate); it does not describe Glancers as a court, arbitrator, or regulator, and it does not describe Glancers as adjudicating legal ownership of, or holding legal custody over, money belonging to a Client or a Freelancer. Nothing in this Policy eliminates a User's non-waivable rights under applicable law. This policy operates in conjunction with the Dispute Resolution Policy, Escalation Policy, Evidence & Proof Policy, and the Terms and Conditions.
2. Authority Scope
2.1 Internal Review Authority
By using the Platform, Users agree that Glancers conducts the internal Platform Dispute Review process for a dispute arising from a Project on Glancers, and that a resulting decision determines a platform-operational outcome — such as whether Freelancer compensation becomes payable, whether a Client refund or internal accounting adjustment is required, or whether an account-level action is appropriate — as described in the Dispute Resolution Policy. This internal process does not constitute formal legal arbitration and does not by itself waive a User's right to pursue an available legal remedy.
2.2 Financial Authority
The Platform has the operational authority to determine that Freelancer compensation becomes payable, process a Client refund in accordance with the Refund & Chargeback Policy, make an internal accounting adjustment where required, or temporarily restrict transaction processing, compensation processing, refund processing, or payout processing where reasonably necessary and subject to review, in accordance with Section 6 of the Terms and Conditions and the specific policy governing the relevant trigger (dispute, fraud, sanctions, or chargeback). This authority is exercised over Glancers' own internal accounting records and its own payment and compensation obligations; it does not describe Glancers as taking legal custody of money belonging to a Client or a Freelancer. Users will be notified of such an action, except where advance notice would undermine fraud prevention, security, sanctions screening, or an account-compromise investigation, in which case notice is provided as soon as reasonably appropriate afterward.
2.3 Administrative Authority
The Platform may adjust or remove a review in cases of verified abuse, bad faith, offensive content, or clear contradiction with a dispute outcome; modify a Project status; or update a User rating or Trust Score, based on the outcome of an investigation and the applicable policies.
3. Decision Criteria
3.1 Contractual Priority
A decision is based primarily on the documented Scope of Work and agreements recorded on the Platform. An external agreement or undocumented expectation is not treated as authoritative for purposes of a Platform Dispute Review decision.
3.2 Technical Fairness Standard
Glancers evaluates actual deliverables, compliance with agreed specifications, and adherence to agreed timelines, based on measurable outcomes rather than subjective opinions where possible.
3.3 Behavioral Pattern Consideration
Glancers may consider a User's documented dispute history or a pattern of repeated complaints or violations as one factor in a borderline case, alongside the evidence specific to that dispute.
4. Enforcement and Reconsideration
4.1 Prompt Enforcement, With Notice
A Platform Dispute Review decision is implemented promptly, including any related financial or administrative action. Users will be notified of the action taken, except where advance notice would undermine fraud prevention, security, sanctions screening, or an account-compromise investigation, in which case notice is provided as soon as reasonably appropriate afterward.
4.2 Reopening for Fraud or Misconduct
While a decision is treated as final within the Platform's internal process, Glancers may reopen or revise it where proven fraud, forgery, or material misrepresentation is discovered after the decision, and may take corrective action, including reversing a financial outcome and applying account-level consequences.
4.3 Internal Review Before External Action
Using the Platform's internal review process does not waive a User's non-waivable rights under applicable law. Where legally permitted and where the parties have not entered into a separate, freestanding arbitration agreement, Glancers encourages Users to raise concerns first through the Platform's internal channels, but nothing in this Policy requires a User to give up the right to pursue any remedy available under applicable law.
4.4 Indemnification
To the extent permitted by applicable law, Users agree to indemnify Glancers, its operators, and affiliates against a third-party claim, loss, or damage arising from that User's own violation of the Terms of Service or misuse of the Platform. This clause does not extend to Glancers' own fraud, willful misconduct, or gross negligence, and does not override mandatory consumer-protection law.
5. Abuse and Limitations
The Platform may act against a User who attempts to challenge or bypass a decision in bad faith, or who repeatedly disputes outcomes without valid grounds, which may include account restriction, suspension, or termination in accordance with the Account Suspension & Termination Policy.
6. Effective Date
This policy is effective upon publication and subject to updates at the Platform's discretion.
Procedural Review & Appeals
Any adverse administrative action, temporary restriction, or account decision taken under this policy is subject to procedural review and may be appealed in accordance with the Appeals & Reconsideration Policy.
