Appeals & Reconsideration Policy
Appeals & Reconsideration Policy
1. Introduction
The Appeals & Reconsideration Policy defines the framework through which users can challenge, review, and seek reconsideration of enforcement decisions made by Glancers.
This policy ensures fairness, accountability, and transparency by providing users with a structured mechanism to correct potential errors and present additional evidence.
2. Appeal Process
2.1 Right to Appeal
Users have the right to submit an appeal against enforcement actions including: - Account suspension - Visibility reduction - Financial restrictions - Feature limitations
Appeals must be submitted within a defined timeframe (typically within 14 days from the date of the decision).
2.2 Appeal Requirements
To be considered valid, an appeal must include: - Reference to the enforcement action or case ID - A clear explanation of the objection - Supporting evidence or documentation (if applicable)
Incomplete or unsupported appeals may be rejected.
2.3 Official Appeal Channels
Appeals must be submitted through official Glancers channels, such as: - Dedicated appeal portal within the platform - Verified support or compliance channels
Users may track the status of their appeal through the platform.
2.4 Non-Acceptable Appeals
Appeals may not be accepted if: - Submitted after the allowed timeframe - Repetitive appeals without new evidence
An appeal against a permanent sanction is not refused merely because the underlying conduct was classified as a severe violation (such as fraud); at least one review of a permanent sanction under Section 3 is available, subject to Section 5 and to any limit imposed by applicable law or a legal obligation.
2.5 Temporary Restrictions and Permanent Sanctions
A temporary protective restriction applied while an investigation is pending is distinct from a final permanent sanction. A temporary restriction may take effect immediately to protect users, the Platform, or a legal or security interest. A permanent sanction is decided only after review and remains subject to appeal under this Policy, even where the initial decision describes the conduct as proven.
3. Review Mechanism
3.1 Independent Review
Appeals are reviewed by personnel or teams independent from the original decision-maker to ensure impartiality and objectivity.
3.2 Multi-Layer Review Process
Appeals may undergo multiple levels of review, including: - Technical or automated review (to detect system errors or false positives) - Human expert review (for behavioral, financial, or complex cases)
3.3 Review Timelines
Glancers aims to: - Provide an initial response within 48 hours - Deliver a final decision within a reasonable timeframe (typically within 5–7 business days)
Complex cases may require additional time.
3.4 Decision Outcomes
Following review, Glancers may: - Uphold the original decision - Modify or reduce the penalty - Reverse the enforcement action
Users will be informed of the outcome with a clear and meaningful explanation, including relevant evidence where possible, without compromising platform security or detection systems.
3.5 Financial Status During Appeal
Where an enforcement action under appeal involves a related payment-state matter (such as an amount that has not yet become payable, or is pending payout), the associated internal accounting record may remain temporarily restricted while the appeal is pending, consistent with the Dispute Resolution Policy and the Platform Decision Authority Policy. This is an administrative restriction on Glancers' own internal record, not a description of Glancers holding legal custody of a Client's or Freelancer's money. The outcome of the appeal determines whether the corresponding compensation, refund, or account credit is processed. Glancers aims to minimize financial harm to both parties during this review.
3.6 Collective or Systemic Appeals
In cases of identified system-wide errors or incidents affecting multiple users: - Glancers may issue bulk reversals or corrections - Individual appeals may not be required
This ensures rapid and fair resolution at scale.
4. Finality of Decisions
Decisions made after the appeal process are considered final within the platform.
Reconsideration may only occur if: - New, substantial evidence is presented - Legal or compliance obligations require re-evaluation
5. Transparency & Limitations
Glancers aims to provide meaningful explanations to users.
However, the platform reserves the right to: - Withhold sensitive information related to detection systems - Limit disclosure in cases involving fraud, abuse, or security risks
This is necessary to protect platform integrity and prevent system exploitation.
6. User Responsibilities
Users must: - Submit truthful and accurate appeal information - Avoid misuse of the appeal system - Cooperate with any additional verification requests
Misuse of the appeal system may result in further restrictions.
Submission of false, misleading, or fabricated evidence is a separate violation that may lead to account termination; any such termination is itself subject to one review under this Policy.
7. Final Statement
Glancers is committed to ensuring that every enforcement decision is reviewable, accountable, and aligned with principles of justice, transparency, and user trust.
